Economic and Fiscal Impact

Our economic impact analysis studies help policymakers, business leaders, and community members understand how a business, project, policy change, or special event affects the community through jobs and earnings for local residents, sales for local businesses, and other important economic metrics.

AEG economic and fiscal impact analyses help stakeholders understand true impacts on the local economy. We are careful to include all investments and benefits from the outset, as well as account for economic activity that might be substituted or displaced, thus arriving at a net calculation with unmatched accuracy.

Our fiscal impact studies analyze the effects of a project on tax and fee revenues, along with related costs for public services that include utilities, roads, parking, police, and emergency services. Again, we carefully consider not just the additional revenue, but also substitution and displacement. While these calculations can seem complex, we provide clear, concise explanations that communicate the net new fiscal impact in a manner that is easily understood by all of your audience.

Economic and Fiscal Impact of the Sanford Underground Research Facility

South Dakota Science and Technology Authority, April 2021

We obtained data on capital and operations spending for FY 2020 to 2029, along with data from Fermi National Accelerator Laboratory (Fermilab) on expenditures for the Long-Baseline Neutrino Facility (LBNF) at SURF. Additional data on visiting researchers was used to estimate SURF visitor spending. We then constructed a custom input-output model to estimate the net impact of operations, capital, and visitor spending on output, earnings, and employment in South Dakota. We further constructed a fiscal impact model to estimate increased state and local tax revenues.
